Mutual Aid Plan

This Mutual Aid Plan was initially prepared in 1996 by a committee established by the Gas Association of New Zealand. The aim was to pre-plan and agree arrangements for Gas Companies to provide assistance to each other particularly in a regional emergency on a co-operative basis. It covers the request and response arrangements to assist in making systems safe and then restoring supplies. It also identifies the terms and conditions under which that assistance would be provided.

Since the original document was produced a number of structural and organisational changes have occurred in the industry and as a result the Plan has been reviewed in 2000 to cover the requirements of gas transporters and gas traders. As most organisations now make extensive use of Contractors many requests for assistance can only be responded to on a best endeavours basis.

The Plan has been extended to include a Code of Cooperation for gas transporters and gas traders with emergency services to ensure a rapid and effective initial response to a site specific or localised gas emergency.

The Plan has no status in its own right, but the Deed of Acceptance when signed by participating organisations, indicates those organisations commitment to operate in accordance with the Plan.

This Plan covers one aspect of the overall emergency planning arrangements that the industry has in place. Other documents include individual company Emergency Response Plans and Crisis Management Plans, and industry developed plans such as the Gas Contingency Plan and the Interim Maui Contingency Plan to cover the loss of Maui gas.
