National Gas Outage Contingency Plan (NGOCP)

The NGOCP, National Gas Outage Contingency Plan, has been prepared and tested by the industry, with the aim of providing a basis for operation in a predictable and orderly manner throughout a period of a significant loss of gas supplies nationally or to a region.

The purpose of the plan is to identify the information and actions to prepare for and respond to the social and emergency situation so that the risks can be effectively managed. The plan links with other contingency arrangements so that the economic impact is minimised and alternative supplies are utilised appropriately until the gas supply is restored.

It is applicable to all sectors of the gas supply and transmission business. It outlines the activities in the event of a major gas outage, whether national or regional, and whether due to loss of supplies from source or due to transmission deliverability limitations.

The plan was first properly tested when gas supplies to the Hawke’s Bay and Tararua regions were severely disrupted after floodwaters washed away the bridge carrying the high-pressure gas transmission pipeline across the Pohangina River, near Palmerston North in February 2004.

Exercises to test various aspects of the Plan and to verify the effectiveness of the preparations are conducted regularly.
