Ministry of Economic Development (MED)
MED is the lead agency in the development of gas policy in New Zealand. The policy settings for the gas sector are designed to ensure that gas is delivered to existing and new customers in a safe, efficient, fair, reliable, and environmentally sustainable manner.

Particular importance is attached to ensuring suitable arrangements are in place that address the security of gas supply issues confronting New Zealand with the decline of the Maui gas field – New Zealand’s largest field.

MED’s role will be to advise the Minister of Energy on the Gas Industry Company’s (GIC) recommendations in relation to Gas Exploration and Gas Governance.

Ministry of Consumer Affairs
The Ministry of Consumer Affairs is an operating branch of the Ministry of Economic Development.

Its primary role is to create an environment that promotes good and accurate information flows between suppliers and consumers so that consumers can transact with confidence.

Energy Safety
Energy Safety, based in the Ministry of Economic Development is the regulator for ensuring the safe supply and use of electricity and gas in New Zealand.

The Gas Industry Company
The Gas Industry Company Limited is an industry owned entity established to fulfil the role of the industry body under the Gas Act 1992. The Gas Industry Co, as the industry body, is the co-regulator of the gas industry, working with both the Government and the gas industry to develop outcomes that meet the Government’s policy objectives as stated in the Government’s October 2004 Policy Statement on Gas Governance.

As a co-regulatory body, the Gas Industry Co is able to make recommendations to the Minister of Energy on a wide range of industry matters, including the making of rules and regulations in relation to the wholesaling, processing, transmission, distribution and retailing of gas.

The Commerce Commission
The Commerce Commission is New Zealand’s primary competition regulatory agency and was established under section 8 of the Commerce Act 1986.The Commission is an independent Crown entity and is not subject to direction from the government in carrying out its enforcement and regulatory control activities.

The Commission’s purpose is to promote dynamic and responsive markets so that New Zealanders benefit from competitive prices, better quality and greater choice.

The Plumbers, Drainlayers and Gasfitters Board
The Plumbers, Drainlayers and Gasfitters Board is a ministerially appointed body corporate committed to the promotion of high standards of work, professional conduct, and the protection of public health and safety through the registration and licensing of competent plumbers, gasfitters and drainlayers.

Accident Compensation Corporation (ACC)
ACC administers New Zealand’s accident compensation scheme, which provides personal injury cover for all New Zealand citizens, residents and temporary visitors to New Zealand. In return people do not have the right to sue for personal injury, other than for exemplary damages.
